Harris County Invests $931 Million in Federal Harvey Recovery Funds to Build More Resilient Infrastructure

Harris County, TX, May 1, 2026, The Harris County Housing & Community Development Department (HCD) has invested more than $931 million in federal disaster recovery funding to help residents affected by Hurricane Harvey, as well as build more resilient infrastructure and mitigate the effects of future disasters in Harris County.

Harris County received $1.26 billion in Community Development Block Grant Disaster Recovery (CDBG-DR) funding after Hurricane Harvey. $931 million of that went to HCD, and the remaining $330 million of that went to the Harris County Flood Control District. Since 2018, HCD has used CDBG-DR funds to:

  • Build more than 2,400 affordable apartment units 
  • Relocate 733 households, properties, and businesses out of the floodplain
  • Build more than 28 infrastructure projects, including drainage projects and resilient social service hubs like the HOPE Clinic
  • Rehabilitate or reconstruct more than 125 homes damaged by Hurricane Harvey
  • Reimburse more than 950 households for a total of $46 million in damage sustained during Hurricane Harvey

“I came into office in the early days of this program when families were really struggling and needed help immediately, and it’s cathartic for me to see this funding come full circle and deliver real results for so many Harris County residents. Implementing a disaster recovery program of this magnitude is not easy, but over the years HCD Director Thao Costis and her department have worked tirelessly to deliver projects to help hundreds of families recover from Hurricane Harvey and protect our community against future disasters. Thank you to HCD, Director Costis, and the Texas General Land Office for helping us carry these dollars through to the end,” said Harris County Judge Lina Hidalgo.
