Judge Lina Hidalgo Makes Urgent Requests on Behalf of Mr. Miguel Parra and Family

Harris County, TX, November 5, 2026, Harris County Judge Lina Hidalgo joined Attorney Kim Bruno, FIEL Executive Director Cesar Espinosa, and representatives from Congresswoman Sylvia Garcia and Congresswoman Lizzie Fletcher’s offices, this morning to make urgent requests on behalf of Mr. Miguel Parra, who was struck by an ICE agent earlier this month.

After learning that Mr. Parra is not being given proper access to legal counsel, family visitation, or health care, Judge Hidalgo called for Mr. Parra to:

  • Have proper access to legal counsel. Right now, Mr. Parra is not allowed to see his attorney without security in the room, and his attorney has been told she can’t bring documents or come during certain hours.
  • Be allowed to see his family, without threats to end visitation if they don’t follow arbitrary rules. Facility staff have told Mr. Parra’s family to leave, have confiscated home-cooked food from them, and told his family that if they break more arbitrary rules then they will not be allowed to visit Mr. Parra again.
  • Be given access to proper health care in private, including behavioral/mental health care. Mr. Parra is in great pain both physically and mentally, and he is not being given the tools or resources that he deserves to recover properly. Currently, security agents remain with him even when he speaks with a psychological professional.
  • Finally, Mr. Parra should be immediately released. He is a victim of a crime and an invaluable asset to the investigation into federal agent Mario Morales.

Mr. Parra was initially taken to Memorial Hermann at Katy, located at 23900 Katy Freeway in Katy. On October 17th, he was transferred to Avir at Orem located at 3730 W. Orem Drive, Houston, TX 77045, which is where he is currently located.
