As Cold Temperatures Approach, Judge Hidalgo Encourages Residents to Protect Pipes and Stay Off Highways

Harris County, TX, January 25, 2026, Harris County Judge Lina Hidalgo warned residents to protect their home infrastructure and to stay off highways, bridges and overpasses as cold temperatures begin to move through Harris County. 


"We are moving into Phase 2 of this weather event. Phase 1 was precipitation and ice, and Phase 2 will be extremely cold temperatures. The reason we’re concerned about the cold is because we’re concerned about people’s pipes, our infrastructure, and folks who are going outside. On our end, we’re doing what we can to reach folks outside and make sure they have a warm place to go. We need you to do your part and protect your pipes, and do everything you can to stay off the roads,” said Judge Hidalgo.

Currently, there are 20 total shelters and warming centers open throughout Harris County, including facilities run by the City of Houston. 18 of those are overnight shelters, and 2 are only open during the daytime. Check the map on Ready Harris for a full list of warming center locations, hours, amenities, and whether they accept pets. Shelters are currently operating at about 60-70% capacity and officials are closely monitoring to ensure there is enough space. Harris County residents who need transportation to a warming center can call 3-1-1 for help.

Judge Hidalgo has spoken to officials from both CenterPoint and ERCOT, and at this time power conditions are in a stable position. CenterPoint remains in the Harris County Emergency Operations Center still monitoring conditions, and they’re ready to respond if conditions change.

Finally, Judge Hidalgo also announced that all public-facing county operations will be closed Monday. County employees should check with their supervisors about work on Monday.
