Harris County, TX, October 21, 2025, Today Judge Lina Hidalgo gave an update on reforms to the county’s procurement process.
Nearly 15 months ago, Commissioners Court learned that Harris County departments were not meeting basic procurement standards after a report from the independent Harris County Auditor’s Office. After continued public attention, Commissioners Court voted last April for the first time in 50 years to pass major reforms to the county’s procurement processes.
However, another report from the independent Auditor’s office earlier this month showed that not a single contract from the Harris County Flood Control Department has gone through the updated procurement process. Judge Hidalgo is committed to working with county departments and her colleagues to ensure that the reforms are implemented and institutionalized.
“An unaccountable procurement system leaves the county and its leaders vulnerable to accusations of impropriety. The community helped us bring this issue to light last year, and we need the public’s continued attention on this to get the reforms implemented once and for all. Harris County should meet the standards that every other county and government entity meets. I’m excited to partner with my colleagues, departments and the community to make this happen,” said Judge Lina Hidalgo.
