Judge Lina Hidalgo Thanks Partners as Harris County Demobilizes Warming Centers and Winter Storm Response

Harris County, TX, January 29, 2026 - TheHarris County Office of Homeland Security & Emergency Management (HCOHSEM) has demobilized its winter storm response operations, including warming centers, as the worst of the winter weather has passed through.

“Disaster response takes our whole community working together, and I’m grateful for everyone who stepped up to help us get through the winter storm. Thank you to the first responders, local emergency management officials, the precincts, and community partners including the American Red Cross for their efforts to support recovery. Most importantly, thank you to all of the residents who listened to our warnings and stayed off the roads so we could get through this safely. Our preparedness paid off,” said Judge Lina Hidalgo.

All of the 20 warming centers throughout Harris County and the City of Houston demobilized as of Tuesday, Jan. 27 at 1 p.m. As of Tuesday morning, the shelters had a total occupancy of 1,353 residents. HCOHSEM has also resumed normal operations at Level IV: Normal Readiness. 

HCOHSEM continues to monitor for more potential cold weather this coming weekend and is prepared to respond if necessary.
