On October 27, 2020, Harris County Commissioners Court approved the Early Childhood Impact Fund (ECIF), which will invest up to $10 million in programs and interventions with significant potential to dramatically improve early childhood outcomes in Harris County. We are looking for participation from service providers, organizations, researchers, and best-in-class early childhood programs that could lead to sustainable and scalable early childhood solutions for residents in the medium-to-long term.
Harris County will also engage a third-party evaluator to design and implement data collection systems and track program performance over the two-to-three-year funding period.
The goals of the Harris County Early Childhood Impact Fund are to:
- Invest in the most promising, cost-effective, evidence-based solutions for improving early childhood outcomes in Harris County
- Build a stronger, more seamless network of early childhood service providers
- Prioritize rigorous data collection and evaluation
- Create pathways to long-term, scalable impact for further investment
Harris County seeks proposals from public, private, and nonprofit entities for both the implementation of early childhood impact fund initiatives and evaluation of those initiatives. The deadline for submission for both RFPs HAS BEEN EXTENDED to February 15, 2021.
